College degree required.
Minimum 5-7 years hands-on experience developing and maintaining high-visibility web sites and web applications in a fast-paced team environment.
Demonstrated experience as a development team lead. Previous management experience strongly preferred.
Fluent in web development technologies (HTML, XML/XSLT, CSS, Javascript/JQuery) and tools (CVS, Subversion, git) as well as at server-side development languages, frameworks, and databases (PHP, Drupal, PERL/CGI, J2EE/JSP, Freemarker, MySQL etc). Detailed understanding of pros and cons of various web publishing frameworks and content management strategies.
Proven ability to identify technology problems and effective solutions.
Experience building highly scalable websites is a must. Must have experience working with content delivery networks and other advanced caching solutions.
Client service experience.
Equally strong technology and communications skills able to speak confidently and clearly about technology solutions and implications to both Subject Matter Experts and more general audiences.
Both diplomatic and action-oriented works collaboratively to get the job done.
Inquisitive, energetic self-motivator with passion for delivering high-quality technology products that consistently exceed client expectations.

Duties: The Technical Manager works closely with web development staff to ensure that complex web development projects are built to specification and delivered on time. Responsible for managing the daily performance and professional growth of a team of web developers and/or webmasters.

Job Responsibilities:

Manage daily activities and technical deliverables of web development team in a fast-paced dynamic environment.
Acts as web development technical lead by designing solutions to complex web publishing challenges. Performs code reviews and mentors junior developers whenever necessary.
Collaborates with developers to determine work effort estimates and technical project plans. Responsible for managing and communicating technical risks and project risks throughout projects.
Participates in defining, communicating and enforcing coding standards, workflow policies, and general performance expectations.
Proactively addresses and resolves personnel issues. Along with the Technology Director, helps foster a culture of high-performance and accountability.
Assist the Technology Director with resource assignments, project prioritization, and staff development.
Communicates timely and accurate status updates to Project Management and Business Operations teams; serves as liaison between development staff and business stakeholders.
